Focus and Scope

GOVERNMENT: Jurnal Ilmu Pemerintahan is a peer-reviewed scholarly journal published by the Department of Government Studies, Faculty of Social and Political Sciences, Universitas Hasanuddin. The journal promotes theoretical, empirical, comparative, and interdisciplinary research that contributes to the advancement of knowledge in government studies, governance, public institutions, public policy, and political processes in contemporary societies.

The journal aims to enhance scholarly understanding of governance and government practices at local, national, regional, and global levels. Particular attention is given to governance dynamics in decentralized political systems, public sector reform, democratic institutions, public policy, digital government, local governance, and governance challenges in developing countries and archipelagic regions. Through a rigorous peer-review process, the journal is committed to disseminating high-quality research that contributes to academic debates, public policy development, and governance innovation worldwide.

Peer Review Process

Every manuscript submitted to GOVERNMENT: Jurnal Ilmu Pemerintahan undergoes a rigorous editorial assessment and double-blind peer-review process to ensure the quality, originality, and scholarly contribution of published articles.

The review process begins with an initial screening conducted by the Editorial Team. At this stage, manuscripts are evaluated for their relevance to the journal’s focus and scope, compliance with the author guidelines, quality of academic writing, citation practices, and similarity screening results. Manuscripts that fail to meet these requirements may be rejected without external review.

Manuscripts that successfully pass the initial screening are assigned to at least two independent reviewers who possess expertise relevant to the subject area. The journal adopts a double-blind peer-review system, in which the identities of both authors and reviewers remain anonymous throughout the review process.

Reviewers evaluate manuscripts based on originality, theoretical contribution, methodological rigor, analytical quality, clarity of presentation, significance of findings, and relevance to the field of government studies. Based on the reviewers’ recommendations, the Editor may decide to accept the manuscript, request minor revisions, request major revisions, or reject the submission.

Authors are required to revise their manuscripts in accordance with reviewers’ comments and editorial recommendations. Revised manuscripts may be subjected to additional rounds of review when necessary.

The final decision regarding publication is made by the Editor-in-Chief based on the reviewers’ reports, the quality of revisions, and the journal’s editorial standards. The journal is committed to maintaining a fair, objective, confidential, and timely review process in accordance with internationally recognized standards of scholarly publishing and publication ethics.

Publication Frequency

GOVERNMENT: Jurnal Ilmu Pemerintahan, with registered ISSN 1979-5645 (Print) and ISSN 2503-4952 (Online), is published by the Department of Government Studies, Faculty of Social and Political Sciences, Universitas Hasanuddin.

The journal is published biannually, with two issues released each year in January and July. The journal employs a continuous submission system, allowing manuscripts to be submitted throughout the year.

All published articles are available online through an open-access platform to ensure broad dissemination of scholarly knowledge and research findings.

Open Access Policy

Ethical Guidelines for Journal Publication

The publication of an article in a peer-reviewed journal is an essential contribution to the development of a credible and respected body of scholarly knowledge. Published articles reflect the quality of research conducted by authors and the institutions supporting them. Therefore, all parties involved in the publication process are expected to comply with recognized ethical standards and professional responsibilities.

Responsibilities of Editors

Editors are responsible for evaluating submitted manuscripts solely on the basis of their academic merit, originality, significance, clarity, and relevance to the journal’s scope.

Editors shall:

  • Make publication decisions fairly and objectively.

  • Maintain the confidentiality of submitted manuscripts.

  • Avoid conflicts of interest in editorial decision-making.

  • Ensure a transparent and unbiased peer-review process.

  • Take appropriate action when ethical concerns or misconduct are identified.

Editorial decisions shall not be influenced by the authors’ race, gender, nationality, institutional affiliation, religious beliefs, or political views.

Responsibilities of Reviewers

Reviewers play a critical role in maintaining the quality of scholarly publications through independent and objective assessment.

Reviewers shall:

  • Conduct reviews objectively and constructively.

  • Maintain the confidentiality of manuscripts under review.

  • Identify relevant literature that has not been cited.

  • Inform the editor of any potential conflicts of interest.

  • Complete reviews within the agreed timeframe whenever possible.

  • Refrain from using unpublished information for personal advantage.

Responsibilities of Authors

Authors are responsible for ensuring that submitted manuscripts represent original and ethical scholarly work.

Authors shall:

  • Present accurate and honest research findings.

  • Ensure that manuscripts are original and properly cite all sources.

  • Avoid plagiarism, data fabrication, data falsification, and duplicate publication.

  • Disclose any sources of funding and potential conflicts of interest.

  • Ensure that all listed authors have made substantial contributions to the work.

  • Obtain all necessary ethical approvals when required by the nature of the research.

Authors are responsible for the integrity and accuracy of the content submitted to the journal.

Publisher Responsibilities

The Department of Government Studies, Faculty of Social and Political Sciences, Universitas Hasanuddin, as the publisher of GOVERNMENT: Jurnal Ilmu Pemerintahan, is committed to supporting editorial independence and maintaining the integrity of the publication process.

The publisher shall ensure that commercial, institutional, or financial considerations do not influence editorial decisions and shall support the journal in addressing ethical concerns when they arise.

Ethical Oversight

Plagiarism Screening Policy

GOVERNMENT: Jurnal Ilmu Pemerintahan is committed to upholding academic integrity and preventing all forms of publication misconduct.

All manuscripts submitted to the journal undergo plagiarism screening prior to the peer-review process. Similarity checks are conducted using plagiarism detection software to identify potential instances of plagiarism, self-plagiarism, duplicate publication, improper citation practices, and other forms of unethical academic behavior.

The journal strictly prohibits:

  • Plagiarism;

  • Self-plagiarism;

  • Duplicate or redundant publication;

  • Data fabrication;

  • Data falsification;

  • Citation manipulation.

Manuscripts identified as containing significant plagiarism or other forms of academic misconduct may be rejected immediately without further review.

The final decision regarding the acceptability of a manuscript rests with the Editorial Board, which evaluates similarity reports in the context of academic integrity and ethical publishing standards.

Conflict of Interest Policy

Editors must recuse themselves from editorial decisions involving manuscripts in which they have a conflict of interest.

Retraction and Correction Policy

GOVERNMENT: Jurnal Ilmu Pemerintahan is committed to maintaining the integrity and reliability of the scholarly record.

Corrections

Corrections may be issued when minor errors are identified in a published article that do not substantially affect the validity of the research findings or conclusions.

Retractions

Articles may be retracted when:

  • Evidence of research misconduct is confirmed;

  • Plagiarism is identified;

  • Data fabrication or falsification is discovered;

  • Duplicate publication is detected;

  • Serious ethical violations are proven;

  • Major errors invalidate the findings or conclusions of the article.

Retracted articles will remain accessible to readers to preserve the scholarly record but will be clearly marked as retracted.

Expressions of Concern

Where an investigation is ongoing and conclusive evidence is not yet available, the journal may publish an Expression of Concern to alert readers to potential issues.

The journal follows the recommendations and procedures established by the Committee on Publication Ethics (COPE) when handling corrections, retractions, and ethical concerns.

Artificial Intelligence (AI) Policy

GOVERNMENT: Jurnal Ilmu Pemerintahan recognizes the increasing use of artificial intelligence (AI) technologies in scholarly communication and manuscript preparation.

Authors may use AI-assisted tools to improve grammar, language quality, readability, and manuscript organization. However, authors remain fully responsible for the accuracy, originality, integrity, and validity of all submitted content.

The journal requires that:

  • AI tools must not be listed as authors;

  • Authors disclose the use of AI tools when they have materially contributed to manuscript preparation;

  • Authors verify the accuracy of all AI-generated content;

  • AI-generated references, analyses, or data that cannot be independently verified must not be included in submitted manuscripts.

The use of AI technologies must comply with established standards of research integrity, publication ethics, and academic responsibility.

Copyright Notice

Authors who publish with GOVERNMENT: Jurnal Ilmu Pemerintahan retain copyright of their work while granting the journal the right of first publication.

Authors are permitted to share, distribute, and archive the published version of their work provided that appropriate acknowledgment is given to the journal as the original source of publication.

Article Processing Charges (APC)
